Abstract: The cultural development of university chemistry experimental centers plays a pivotal role in enhancing teaching quality and fostering innovative talents. This case study examines the Chemistry Experimental Center at Ocean University of China, systematically analyzing its construction approaches and practical achievements across four key dimensions: management culture, safety culture, spiritual culture, and environmental culture. Adhering to the educational philosophy of “solid foundation, distinctive characteristics, innovation pursuit, and comprehensive quality”, the center has developed a multi-tiered, open experimental teaching ecosystem that integrates marine features with global perspectives. This has been achieved through institutional innovation, resource optimization, digital transformation, and humanistic considerations. The results demonstrate that this cultural framework significantly improves students’ innovative abilities, practical skills, and overall competencies, offering a replicable model for cultural development and talent cultivation in academic experimental centers.
